The path-setting is OK, but in stead of executing 'XWisp2' you should 
execute 'XWisp2W'.
But if you want Xwisp2w to do something useful, you'll need to specify 
at least one parameter after 'Xwisp2w' and that is the name of the hex 
file to transfer to the target via Wisp628. If you do not call Xwisp2 
from the directory where the hex file is, you'll need to specify that as 
well. It will be simpler to do a change directory, something like this:
  cd d:\jal\pic16dir
and then execute
  xwisp2w myhex
These examples assume your hexfile is called 'myhex.hex' and is in the 
directory '\jal\picdir\' on your D-drive.
