A PIC 16F877 uses some 10mA @  20 MHz. 

You can lower that to uA's if you use a 32 kHz Xtal. Some PIC's can do that in
software, like the 16F819. This drops from 2mA @ 20 MHz to external to 30 uA @
32 Khz internal. 

But it might be easier to buy a bigger supply?
